The US government paved the way for the creation of a Google self-driving car, meaning it will have no human driver inside the vehicle that can take control of the vehicle even if necessary.
To drive this car is as a matter of fact a software, legally recognized as the “driver” of the car, so none of the passengers would be required to be in possess of a driving license.
It was already object of discussion last November, when Google presented the project o the US National Administration Highway Traffic Safety (NHTSA) for a self-driving car without a human driver.
The 4th February, as reported by Reuters, the NHTSA would have stated that: "NHTSA will interpret 'driver' in the context of Google's described motor vehicle design as referring to the (self-driving system), and not to any of the vehicle occupants, we agree with Google its (self-driving car) will not have a 'driver' in the traditional sense that vehicles have had drivers during the last more than one hundred years."
At the moment in the United States there are laws that take into account technologies like the self driving cars, rules that impose to the manufacturers to equip these vehicles with devices for the manual control, as a wheel, pedals, brakes and so on to be used in case of emergency, but these laws are being discussed due to this step forward made by Google, which is unveiling some issues regarding the presence of these devices, as the possible human intervention could be dangerous because it would bypass the software-managed control of the vehicle.
Things are different in the UK, where the Department of Transport declared that they would be ready to give up on some of these laws to have these new cars on the streets as soon as possible, hoping that they can be seen within the end of this year. In any case, even if more proactive they are still legally bounded to the current US laws, which requires the possibility of a human intervention in case of necessity.

Il governo degli Stati Uniti ha spianato la strada a Google per creare una macchina totalmente auto-guidata, ovvero che non prevede nessun autista umano all'interno del veicolo che può assumerne il controllo nemmeno se necessario.
A guidare il veicolo è infatti un software, riconosciuto "Legalmente" come "Autista"del veicolo, quindi a nessuno dei passeggeri umani sarebbe richiesta una patente di guida.
Se ne era già parlato nel novembre dello scorso anno, quando Google presentò il progetto alla US National Administration Highway Traffic Safety (NHTSA) per una vettura auto-guidata senza il bisogno di un autista umano.
Il 4 febbraio, secondo quanto riportato da Reuters, la NHTSA avrebbe risposto a Google dicendo che interpreterà come 'autista', nell'ambito della progettazione dei veicoli a motore descritti da Google, il sistema di auto-guida , e non uno qualsiasi degli occupanti del veicolo e che quindi sono d'accordo con Google quando dicono che la loro vettura auto-guidata non avrà nessun "autista" nel senso tradizionale che i veicoli hanno avuto negli ultimi cento anni e più.
Attualmente negli Stati Uniti sono previste per tecnologie come le vetture auto-guidate, delle regole che impongono i costruttori ad equipaggiare queste vetture con dispositivi per il controllo manuale, come volante, pedali, freni ecc, da utilizzare in caso di emergenza ma si sta già ridiscutendo il tutto proprio in vista di questo passo avanti compiuto da Google, la quale ha portando alla luce problematiche particolari riguardanti proprio la presenza di questi dispositivi, come il possibile intervento umano che risulterebbe rischioso appunto perché bypasserebbe il controllo vettura gestito dal software.
Diversamente la pensano nel Regno Unito dove il Dipartimento dei Trasporti avrebbe dichiarato che sarebbe disposto a rinunciare ad alcune norme per vedere questo tipo di vetture auto-guidate sulle strade quanto prima, auspicando un possibile loro ingresso in circolazione già per questo 2016, ad ogni modo, se pur più propositivi dei cugini di oltre oceano restano comunque legati alle stesse norme vigenti negli USA che prevedono appunto la possibilità di intervento "Umano" in caso di necessità.
